Start with the answer, and you will estimate the question
Most modernization programs begin with a destination: a cloud platform, a target language, a reference architecture. The destination is chosen, budgeted, and announced before anyone can say with confidence what the current application does.
That order produces a familiar pattern. Scope is estimated from file counts and interviews. The first release slips when a nightly job turns out to feed three systems nobody listed. A rule that looked obsolete is still protecting a regulatory exception. The budget absorbs the discovery that should have preceded it.
Understanding is not a delay
The objection is always time. Understanding first sounds like a long study phase before the real work begins. It is not. It is a bounded effort on one application family that produces a baseline: the dependencies, data, rules, and open questions, each tied to source evidence.
Programs that do this do not move slower. They move with fewer surprises, and they can defend every sequencing decision to the people funding it. Programs that skip it still do the understanding. They do it during delivery, when it costs the most.
